The problem here is that you’re sister may go batshit if you do anything to him. I’m sure he deserves it though. Having a Captain Picard style discussion with him will do no good. He needs to live in fear of your retribution lest he treat your sister badly. If your sister is cool with it, be my guest, kick his ass, bring a friend, use a fucking bat on him, whatever.
Otherwise try and do things to make her feel good about herself and like she deserves a better man. Also, if your dad is around get him involved if he’s not a useless fuck.
